In my despatch Number 716 of the 27th of
Kay last on the subject of the Hongkong Customs agree-
ment, I had the honour to express the opinion that
the best solution of this controversial question
would be to drop the agreement stipulating for an
exchange of exceptional concessions, which it had up
till then been attempted to frame, and to start a-
fresh to evolve a scheme in a spirit of mutual co-
operation and assistance, designed with the sole ob-
ject of the prevention of smuggling and the protection
of China's revenues. From the latest messages and
letters which I have received from the Governor of
Hong Kong and from the Inspector-General of Customs,
I am glad to see that this object is at last within
